GRANT/TRAINING OPPORTUNITIES
NEW Training Grant Opportunity:
Columbia Greene Workforce New York is one of six of the state's 33 workforce areas that have been awarded additional funding for exceeding performance levels! A limited amount of grant money has been made available for local employers. Requested training must result in either a industry recognized credential or an increase in the trainee's wage of 5%. Note employees participating in the training must be full time, year round workers earning less than $15.00/hour and more than $8.00/hour. All training must be completed by December 30, 2006.
NEW New York State Department of Labor Training Grant: BUilding Skills in New York State (BUSINYS) #37-L
Back by popular demand! This new grant for businesses for incumbent worker training, very similar to the past NYSDOL 32I grant. Columbia & Greene County businesses have been awarded approximately $300,000 through the 32I grant .
Here are some details on # 37-L :
- $50,000 is the maximum grant award, the contract period is one year
- Eligible business must be a private sector, for-profit or not-for-profit business (with four or more employees) or a group of two or more such businesses that have the same or very similar training needs. Public - that is federal, state, county and municipal - employees are not eligible to be trained under this initiative.
- The training must address specific skills needed by the business or industry and lead to potential career growth and increased wages.
- Please note: There is no deadline for the receipt of applications. NYSDOL has set aside sufficient funding to support the estimated demand for this program in the current year. However, if federal WIA funding becomes limited in future years, or if the grant is suspended adequate notice will be given on the Workforce New York web site (www.workforcenewyork.com).

OCCUPATIONAL SAFETY and HEALTH - HAZARD ABATEMENT BOARD
The New York State Department of Labor administers grants for the Occupational Safety and Health Training and Education Program (OSH T&E). These grants are awarded by the Hazard Abatement Board. Organizations that have not previously applied are strongly encouraged to do so. The Hazard Abatement Board will be awarding grants for programs that train and educate workers, supervisors and/or employers and must promote workplace accident and injury prevention. A Request for Proposal is now posted on
http://www.labor.state.ny.us/hab/ .
RFP's are due February 3, 2006. Also included on the website is information on past awardees.
Eligible applicants include:
Public and private employers, labor organizations, educational institutions, non-profit organizations and trade associations.
Projects to be Supported
Typical activities that can be funded include, but are not limited to, the following:
- General or hazard-specific training on how to identify, evaluate and control employee exposure to workplace hazard
- Activities that will help labor-management safety and health committees to improve their effectiveness
- Programs designed specifically to reduce workplace accidents by teaching lockout/tagout procedures, safe electrical work practices, methods of working safely in confined spaces, motor vehicle safety, etc., if these are not readily available from the NYSDOL.
- Programs emphasizing disease prevention through control of carcinogens and other toxic chemicals, physical hazards such as noise, heat, and vibration, or biological hazards such as hepatitis B virus and tuberculosis bacteria
- Instruction under the New York State Right-to-Know Law and OSHA/PESH standards on Hazard Communication, chemical hazards in laboratories, and specific substances such as lead, benzene, and asbestos
- Programs that help resolve unique or unusually difficult job safety and health problems, such as the threat of assault on the job.
(Note: Receipt of the this grant will eliminate your company from applying for the above 37L grant while this grant is still open.)
Employee Enhancement Program
Are you looking to increase your retention rates for new hires? Do you wish all workers had some basic level of workplace skills? If you answered Yes to either of these questions, the Employee Enhancement Program is for you! This four module workshop is designed to help new employees with the soft skills necessary for success on the job. The next class runs January 12th, 19th, 26th & February 2nd. The next session will run in March.

Reviews of the program found that, twelve local companies sent over 80 new employees to this program. Prior to their participation in this program these companies had an overall retention rate of 45% for their recently hired workers.
Overall, the retention rates improved to 74% for trainees that attended the program but did not receive the WIB certified credential.
And, the retention rates jumped to 90% for attendees that completed the program and received the WIB certified credential.

Please note that for new employees (not in seasonal positions) who have been hired after September 12th grant funding is available to cover the cost for the entire four-module program. The employee must be earning less than $15.00/hr. and the employer must complete a post-evaluation of their employee's skill gain. For other employees there is a $50.00 fee per module or $175.00 for the series plus a one time book fee of $10.00.

Accident Investigation: January 12th, Albany, 9:00am-11:30am
